Merges the East Naples Fire Control and Rescue District and Golden Gate Fire Control and Rescue District into a new independent special district named the Greater Naples Fire Rescue District in Collier County.

Establishes an 8-member board of fire commissioners initially, reducing to 5 commissioners after November 2018 election, with staggered 4-year terms and seats designated for the East Naples Division, Golden Gate Division, and district-wide representation.

Authorizes the district to levy ad valorem taxes up to 1.5 mills as previously approved by referendum, charge impact fees for capital improvements, and issue bonds for financing fire protection and rescue services.

Transfers all assets and liabilities of the two existing districts to the new Greater Naples Fire Rescue District and repeals chapters 2000-392, 2012-231, 2004-433, and 2000-444, Laws of Florida.

Takes effect only upon approval by majority vote of qualified electors in the district in a referendum held in conjunction with the next general election in Collier County.
