Creates Florida Center for Library Automation to provide a unified library system and resources for all public postsecondary institutions, including shared catalogs, electronic resources, and coordinated licensing of library materials.

Establishes Complete Florida Plus Program within University of West Florida's Innovation Institute to manage a statewide distance learning course catalog, coordinate academic support services, and assist adult learners in completing degrees aligned with workforce needs.

Repeals sections 1006.72 and 1006.73 relating to electronic library resource licensing and the Florida Virtual Campus, transferring all records, personnel, property, and funds to University of West Florida.

Requires Complete Florida Plus Program to develop a statewide computer-assisted student advising system supporting transient student admissions, degree audits, articulation agreements, and career information.

Updates cross-references in sections 1007.01, 1009.23, and 1009.24 to direct provisions to section 1006.735 instead of repealed sections; effective July 1, 2014.
