Urges Congress to pass the Disaster Savings Accounts Act of 2014 (H.R. 3989 and S. 1991) to encourage property damage mitigation before natural disasters occur.

Allows individuals a tax deduction for amounts contributed to disaster savings accounts used for disaster mitigation expenses to help homes better withstand disasters.

Notes that Florida carries more hurricane risk than neighboring states combined and represents 40 percent of National Flood Insurance Program policies despite being less than 6 percent of the national population.

Cites research showing every dollar invested in mitigation results in 4 to 7 times that amount in savings, while also creating jobs in manufacturing and construction sectors.

Requires copies of the memorial be sent to the President, Senate President, House Speaker, and all members of the Florida congressional delegation.
