Creates section 624.4212, Florida Statutes, to define "proprietary business information" and establish public records exemptions for information held by the Office of Insurance Regulation that would harm insurers if disclosed.

Exempts from public disclosure actuarial opinions, notices of divestment, enterprise risk reports, supervisory college information, and actuarial examinations and certifications related to life insurance valuation.

Exempts information received from the National Association of Insurance Commissioners or other state, federal, or international agencies that is confidential or exempt under their respective laws when held by the Office of Insurance Regulation for valuation and solvency purposes.

Permits disclosure of exempted information only with insurer written consent, by court order, to the American Academy of Actuaries for disciplinary proceedings, to other regulators with written confidentiality agreements, or in aggregated form without identifying specific insurers.

Establishes that the exemption is subject to the Open Government Sunset Review Act and repeals on October 2, 2019, unless reenacted by the Legislature; takes effect October 1, 2014, if SB 1308 or similar legislation becomes law.
