Expands the definition of "person providing child welfare services" to include Bachelor of Social Work and Master of Social Work students participating in field internship programs under supervisory personnel.

Requires third-party credentialing entities seeking department approval to administer field internship programs for social work students in addition to existing certification requirements.

Mandates the Department of Children and Families budget federal Title IV-E matching funds to provide educational financial support, including tuition assistance and stipends, for child protective investigators and child welfare service providers.

Requires the department to establish supervision policies by October 1, 2014, setting maximum ratios for child protective investigator supervisors and child welfare service supervisors, with a default ratio of 1 supervisor to 12 persons if no policies are adopted.

Changes references from "Department of Family Services" to "Department of Children and Families" throughout the statute, effective July 1, 2014.
