Prohibits local governments from imposing taxes, fees, charges, or conditions on private property that require building, maintaining, or improving infrastructure or facilities unrelated to the direct impact of a proposed development.

Prohibits local governments from imposing exactions that are more stringent than exactions imposed by state or federal agencies on the same property concerning the same impact.

Allows local governments to impose exactions that serve to mitigate direct impacts of proposed development if they have an essential nexus to and are roughly proportionate to those impacts.

Allows local governments to accept voluntary dedications of land or easements that have an essential nexus to and are roughly proportionate to the impacts of proposed development on infrastructure maintained by the local government.
