Prohibits the State Board of Education from continuing to implement Common Core standards in English Language Arts and mathematics until holding at least one public hearing in each congressional district with state board attendance and public testimony.

Requires the Department of Education to contract with an independent entity to conduct a fiscal analysis of Common Core implementation costs before the state board can continue implementation.

Mandates Florida withdraw from the Partnership for Assessment of Readiness for College and Careers (PARCC) and prohibits implementation of assessments aligned to Common Core standards.

Requires the state to adopt and implement new assessments providing valid, reliable, and timely testing of student performance as a replacement for PARCC assessments.

Prohibits the State Board of Education from entering into or renewing agreements that cede control over curricular standards or assessments to outside entities, and restricts Common Core adoption to only English Language Arts and mathematics.
