Defines "competitive solicitation" and creates exemptions from public records and meetings requirements for unsolicited proposals submitted to public entities for qualifying public-private partnership projects.

Unsolicited proposals are exempt from public records disclosure until the public entity announces an intended decision, with exemptions expiring after 90 days if all competitive proposals are rejected or 180 days after receipt if no competitive solicitation is issued.

Closed meeting portions discussing exempt unsolicited proposals are exempt from public meetings requirements, with complete recordings required and those recordings remaining confidential under the same disclosure timeline as the proposals.

Exemptions are temporary and subject to the Open Government Sunset Review Act, with automatic repeal on October 2, 2019, unless reenacted by the Legislature.

Effective date is July 1, 2014.
