Eliminates private property rights claims against governmental entities implementing Federal Flood Insurance Rate Maps, except for claims alleging incorrect application of the map to a specific property.

Requires the Division of Emergency Management to contract for a comprehensive state flood risk analysis by February 1, 2015, evaluating flood insurance premium rates, differentiated pricing potential, and private market investment opportunities.

Mandates the flood risk analysis include pilot studies of at least three representative coastal regions and comparison of vendor risk models with National Flood Insurance Program pricing methodologies.

Appropriates $127,368 in recurring general revenue and $500,000 in nonrecurring general revenue for fiscal year 2014-2015 to support the Division of Emergency Management's flood risk analysis and assistance to local governments.

Exempts state employees traveling under the Emergency Management Assistance Compact from state travel expense reimbursement provisions when expenses are covered by interstate mutual aid agreements.
