Establishes a Chief Inspector General position to appoint and oversee inspectors general in state agencies under the Governor's jurisdiction, while agency heads appoint inspectors general in all other state agencies.

Requires the Chief Inspector General or agency head to notify the Governor in writing at least 7 days before offering employment to an inspector general, and inspectors general must be appointed without regard to political affiliation.

Allows the Chief Inspector General to remove inspectors general in Governor-controlled agencies for cause with 21 days' notice, during which the inspector general may submit written objections to the agency head or Governor.

Grants inspectors general in Governor-controlled agencies authority to hire and remove staff independently of the agency while consulting with the Chief Inspector General.

Requires inspectors general to report audit findings to the agency head, Auditor General, and Chief Inspector General (for Governor-controlled agencies), and mandates annual reports on office activities and significant findings.
