Establishes an electronic continuing education tracking system in the Department of Health to monitor licensee compliance with continuing education requirements and integrate it into the licensure and renewal system.

Prohibits the Department of Health from renewing a license until the licensee demonstrates full compliance with all applicable continuing education requirements.

Modifies fee language for continuing education providers from "not to exceed" to "of up to" $250 for initial approval and $250 biennial renewal fees.

Removes requirements for licensees to submit sworn affidavits documenting continuing education completion and instead requires them to retain certificates of completion in their records for the electronic tracking system to monitor.

Makes conforming changes to continuing education requirements across multiple health care practitioner licensing statutes including acupuncturists, physician assistants, optometrists, dentists, dental hygienists, dental laboratories, audiologists, and speech-language pathologists.
