Establishes the "All-American Flag Act" requiring that United States flags and state flags purchased by the state, counties, or municipalities for public use must be made in the United States.

Mandates that all articles, materials, and supplies used in flag production must be grown, produced, and manufactured in the United States.

Applies to flags purchased on or after January 1, 2015.

Subjects persons who willfully violate the flag manufacturing requirement to penalties for a second-degree misdemeanor under Florida Statutes sections 775.082 or 775.083.

Takes effect July 1, 2014.
