Establishes two types of Florida identification: "Florida federal identification" compliant with the federal REAL ID Act and accepted by federal agencies, and "Florida nonfederal identification" that complies with REAL ID standards but is not accepted by federal agencies.

Florida nonfederal identification requires fewer documents (birth certificate, passport, or naturalization certificate only) compared to federal identification, which requires additional documents for immigrants and non-citizens.

Florida nonfederal identification cannot contain biometric data collection, electronic authentication, radio frequency identification, microchips, or photos usable for facial recognition; must be marked "May not be accepted by any federal agency as identification" and include the Tenth Amendment on the back.

Reduces fees for nonfederal driver licenses and identification cards to $25 compared to $48-$75 for federal versions; residents holding federal identification issued after January 1, 2010 may switch to nonfederal status for the cost of a replacement card.

Waives late fees for residents unable or unwilling to renew their licenses due to REAL ID Act requirements and allows nonfederal identification cards to be renewed online.
