Raises the minimum weekly hours threshold for "eligible employee" status from 25 hours to 30 hours under the Employee Health Care Access Act.

Includes self-employed individuals, sole proprietors, partners, and independent contractors as eligible employees if included in a small employer's health benefit plan.

Excludes part-time, temporary, and substitute employees from the definition of eligible employee.

Changes references in the definition from "act" to "section" for regulatory consistency.

Takes effect July 1, 2014.
