Amend section 322.27 to allow clerk of court to remove habitual traffic offender designation if person provides proof of compliance with section 318.14(10)(a) before July 1, 2016, for third violations of driving with suspended or revoked license occurring before July 1, 2014.

Create section 322.276 authorizing Department of Highway Safety and Motor Vehicles to issue a driver license with any required restrictions to applicants whose license is suspended or revoked in another state for an offense that would not have resulted in suspension or revocation under Florida law.

Take effect July 1, 2014.
