SB 1368 - Education Performance Accountability

• Establishes a 3-year transition period (2014-2017) for implementing a new K-12 education performance accountability system, with full implementation by the 2017-2018 school year.

• Creates the Transition Education Accountability Task Force with 15 members (appointed by the Governor, Senate President, and House Speaker) to monitor the transition and provide recommendations; task force expires December 1, 2018.

• Suspends the school grading system during the 3-year transition period while requiring school districts to report student performance and growth measures to the public.

• Prohibits use of FCAT test scores as the sole requirement for student graduation, promotion, retention, or grade assignment during the transition period until a new statewide assessment is implemented.

• Reduces the percentage of teacher and school administrator performance evaluations based on student learning growth from 50% to 30% (or 20% if less than 3 years of data available) during the transition period, and extends the timeline for adopting performance salary schedules to July 1, 2017.
