Establishes a 4-year Reigniting Education Achievement with Coordinated Help (REACH) Program in 3-5 of Florida's lowest-performing public schools with large low-income, at-risk student populations, beginning in the 2014-2015 school year.

Funds the program through public-private partnerships at a maximum of $900,000 annually unless increased by legislative action.

Requires participating schools to provide wrap-around services including tutoring, after-school programs, counseling, health and dental services, nutrition education, parental counseling, and adult education.

Mandates schools build partnerships with school districts, teachers' unions, parents, social service agencies, medical professionals, and community organizations during year one, then continue and refine services in years two through four.

Requires the Department of Education to submit a final report to the Legislature evaluating program outcomes, successful practices, and impact on student performance with a recommendation to continue or terminate the program.
