Increases Children and Youth Cabinet membership from 14 to 16 members by adding a superintendent of schools appointed by the Governor.

Superintendent of schools becomes the 10th voting member listed in cabinet membership, with five advocacy organization representatives now listed as the 11th category of members.

Revises Merit designation requirements on standard high school diplomas to require two or more industry certifications instead of one, using the list established under section 1003.492.

Effective upon becoming law.
