Requires the state, counties, and municipalities to complete an accurate inventory of their owned properties within the last 12 months before purchasing land outside areas of critical state concern for conservation purposes.

Mandates that sufficient funds be approved in annual budgets for restoration and maintenance of existing properties, and that analyses of current uses and proposed future uses be made publicly available.

Requires completion and public availability of cost analyses for annual restoration and maintenance of proposed land purchases, with funds sufficient to restore and maintain the property approved and set aside in advance.

Exempts land purchases approved by referendum or land purchased for active public use from all requirements in the bill.

Takes effect July 1, 2014.
