Increases workforce education tuition from $2.22 to $2.33 per contact hour and out-of-state fees from $6.66 to $6.99 per contact hour effective July 1, 2014, with similar adjustments for Florida College System institution programs.

Eliminates automatic annual tuition increases tied to inflation rates at Florida College System institutions and state universities, removing requirements for the Office of Economic and Demographic Research to report inflation data.

Prohibits state university boards of trustees from establishing or increasing tuition differentials for undergraduate courses effective July 1, 2014.

Requires state universities, Florida College System institutions, and career centers to waive out-of-state fees for undocumented students who attended Florida secondary schools for 3 consecutive years before graduation and enrolled within 24 months; extends tuition waiver for Purple Heart recipients and combat decoration recipients to all postsecondary institutions.

Prohibits undocumented students from receiving state financial aid and allows dependent children who are U.S. citizens to claim in-state residency classification regardless of parent's immigration status.
