Requires applicants ineligible for a social security number to provide proof of a taxpayer identification number or a number associated with their identity document instead.

Expands acceptable identity documents to include foreign passports, foreign birth certificates, and consular identification documents issued by Mexico or substantially similar foreign documents.

Limits waiver of examination requirements for applicants providing proof of identity under the new foreign document categories (items 9, 10, and 11).

Adds requirement that the Department of Motor Vehicles mark driver licenses to indicate REAL ID Act of 2005 compliance once the state achieves full compliance and receives notification from the U.S. Department of Homeland Security.

Takes effect July 1, 2014.
