Creates the Care for Retired Law Enforcement Dogs Program within the Department of Law Enforcement to fund veterinary care for retired law enforcement dogs.

Requires the Department of Law Enforcement to contract with a nonprofit organization that has held 501(c)(3) exempt status for at least 5 years and is dedicated to protection or care of retired law enforcement dogs.

Limits annual reimbursement to $1,500 per retired law enforcement dog for eligible veterinary services, with no carryover of unused funds between years.

Appropriates $300,000 in recurring General Revenue Fund dollars beginning in fiscal year 2014-2015 for the program, with a maximum fund balance cap of $400,000.

Requires valid documentation from the law enforcement agency verifying the dog's service and a valid veterinary invoice to process reimbursement claims.
