Defines the "Ocala Downtown Community Redevelopment Area" with specific geographic boundaries within the City of Ocala in Marion County.

Authorizes the Division of Alcoholic Beverages and Tobacco to issue up to 15 temporary permits per calendar year to bona fide nonprofit civic organizations for selling alcoholic beverages at outdoor events in the designated redevelopment area, with each permit valid for up to 3 days.

Requires nonprofit organizations to present a valid resolution from Ocala City Council authorizing alcohol possession and consumption on municipally owned property, and to comply with all requirements under Florida Statute section 561.422.

Specifies that these 15 additional temporary permits are in addition to temporary permits already authorized under Florida Statute section 561.422.

Requires the Division of Alcoholic Beverages and Tobacco to adopt administrative rules by October 1, 2014.
