Creates the Sexual Predator and Sexual Offender Absconder Strike Force within the Department of Law Enforcement to develop coordinated strategies for apprehending registered sexual predators and offenders who have absconded from Department of Corrections supervision.

Establishes a 10-member strike force consisting of the executive director of the Department of Law Enforcement (chair), Secretary of Corrections (vice chair), Secretary of Juvenile Justice, Parole Commission chair, Department of Highway Safety and Motor Vehicles executive director, and five appointed members (two sheriffs, two police chiefs, one state attorney).

Requires the strike force to develop a statewide list of absconders, prioritize those posing the greatest public safety risk based on criminal history and other factors, and disseminate the list to local law enforcement agencies.

Requires the strike force to organize by December 31, 2014, meet at least four times annually, and submit annual reports to the Governor and Legislature beginning October 1, 2015.

Appropriates $101,418 in recurring General Revenue Fund dollars to the Department of Law Enforcement for fiscal year 2014-2015 to implement the act.
