Authorizes the Citrus County Hospital Board to create an irrevocable community trust or foundation to manage proceeds from leasing the hospital to a private for-profit entity, with proceeds restricted to medically related needs of Citrus County residents.

Requires the irrevocable community trust or foundation governing body to include at least two elected citizen members serving 4-year terms (with initial staggered terms), elected on a nonpartisan countywide basis by the Supervisor of Elections, with no member serving more than one term.

Subjects the irrevocable community trust or foundation to government sunshine laws, ethics requirements, disclosure rules, and audit authority of the Clerk of the Court, treating it as a quasi-governmental entity.

Reduces the hospital millage tax from a maximum of 3 mills to 0.25 mills effective January 1, 2015, when the hospital is leased to a private for-profit entity, with exceptions for lease defaults, terminations, litigation, or notices of intent to terminate.

Allows the hospital board to enter into leases with any Florida corporation (for-profit or nonprofit) instead of only nonprofit corporations, with retroactive applicability to leases entered after January 1, 2014.
