Creates the Urban Infill and Redevelopment Assistance Grant Program administered by the Department of Economic Opportunity to provide grants to counties and municipalities for urban infill and redevelopment projects.

Allocates 30% of general revenue for planning grants to develop urban infill and redevelopment plans, 60% for 50/50 matching grants to implement projects, and 10% for outright grants for projects costing less than $50,000.

Allows the Department of Economic Opportunity to transfer unused funds between grant categories, with outright grants capped at 20% of total funds in any fiscal year.

Gives elevated priority in grant scoring to projects providing employment for temporary cash assistance program participants and projects in community redevelopment areas, Florida Main Street programs, sustainable communities, enterprise zones, and similar designated areas.

Amends cross-references in sections 163.065, 163.2511, and 163.2514 to reflect the creation of the new section 163.2524 and updates the Growth Policy Act citations.
