Expands minority teacher education scholarship eligibility to students at any point in their undergraduate or graduate degree programs with a major in education who have not earned more than 18 credit hours of upper-division education courses, rather than limiting it to junior-year students.

Changes scholarship cap from 5 percent of allocated funds to a fixed $100,000 annually for administration of the board and Florida Fund for Minority Teachers.

Establishes separate $100,000 annual cap for the required training program carried out by the board of directors.

Removes the requirement that individuals seeking a temporary certificate in educational leadership must have 3 years of executive management or leadership experience.

Adds paragraph (2)(g) to the temporary certificate requirements, effective upon becoming law.
