Requires simple majority vote (or higher if specified in county charter) for adopting comprehensive plans or plan amendments, superseding prior requirements for "not less than" a majority.

Exempts lessees of private residential multifamily docks on sovereignty submerged lands from lease renewal processing fees when the preempted area calculation results in no annual fee assessment.

Extends consumptive use permits up to 30 years for regional impact developments in rural areas of critical economic concern that are approved under development of regional impact procedures.

Extends and renews building permits and Department of Environmental Protection/water management district permits expiring between January 1, 2014, and January 1, 2016, for 2 additional years; limits total extensions to 4 years and extends mitigation completion dates for phased projects accordingly.

Establishes a solid waste landfill closure account within the Solid Waste Management Trust Fund to cover closure and long-term care costs for abandoned or closed facilities when insurance was provided as financial assurance.
