Changes the requirement for district school boards to use instructional materials allocation funds from "at least 50 percent" to "all available funds" for digital or electronic materials beginning in the 2014-2015 fiscal year.

Increases the percentage of annual allocation that kindergarten and first grade programs may use for non-state-adopted materials from 75 percent to 100 percent for first grade, while kindergarten remains at 100 percent.

Allows academically high-performing school districts to seek exemption from the instructional materials allocation requirements under sections 1006.37 and 1006.40(3)(a).

Takes effect July 1, 2014.
