Authorizes electors (voters) of a political subdivision to impose additional or more stringent standards of conduct and disclosure requirements on local officers and employees through ordinance, in addition to state standards.

Requires a respondent to receive a public hearing if a local ethics agency, board, or commission finds probable cause of a violation of a local ethics ordinance.

Mandates local ethics ordinances establish procedures for requesting and waiving the right to a public hearing.

Permits respondents to choose whether a public hearing is conducted by the local ethics agency/board/commission or by a hearing officer who is not a member of that body.

Allows respondents and local ethics agencies to enter into stipulation or consent agreements to resolve allegations without proceeding to a public hearing.
