Amends Florida Statutes section 768.73 to expand applicability of punitive damages provisions to all civil actions without final judgments on the effective date and all civil actions filed on or after the effective date.

Applies punitive damages limitations to all civil actions regardless of when the causes of action arose.

Directs the Division of Law Revision and Information to replace the phrase "the effective date of this act" with the specific date the act becomes law throughout the bill.

Takes effect upon becoming a law.
