Department of Education shall establish a 4-year pilot program beginning in the 2014-2015 school year in the state's lowest-performing traditional public schools serving kindergarten through grade 3 students with large populations of low-income, failing, or at-risk students.

Pilot program consists of summer school sessions with additional instructional hours taught by certified classroom teachers providing instruction in literacy, mathematics, and other academic skills.

First year focuses on program advertising, establishing baseline data, beginning academic services, and reporting costs and benefits; years 2-4 continue services, seek feedback for refinement, and report progress to the State Board of Education.

Department of Education must submit a final report to the Governor, President of the Senate, and Speaker of the House upon conclusion of the pilot program, including successful practices, student performance impact, and a recommendation to continue or terminate the program.

State Board of Education shall adopt rules to administer the program; effective date is July 1, 2014.
