Amends liability limitations for Citizens Property Insurance Corporation, its officers, employees, agents, and board members by creating specific exceptions to their general immunity from lawsuits.

Preserves immunity exceptions for willful torts, breach of insurance coverage contracts, debt issuance or payment matters, and enforcement of assessable insurer obligations.

Allows policyholders to sue the corporation for breach of contract or policy benefits, with the corporation liable for attorney fees under Florida statute 627.428.

Establishes that the corporation and its officers, employees, or agents may be sued for injuries or damages resulting from bad faith, malicious purpose, or wanton and willful disregard of human rights, safety, or property.

Requires the corporation to manage claim employees, adjusters, and claims handlers to ensure careful, timely, and diligent claims handling in good faith while responsibly managing assets to minimize assessment potential.

Effective date: July 1, 2014.
