Requires the Department of Economic Opportunity to collect and maintain each special district's charter and make it publicly available on its website.

Authorizes governing boards of water control districts to conduct referendums on whether the district may exercise special powers of community development districts related to public improvements and community facilities.

Establishes referendum procedures: parcel/acreage-basis elections certified by independent forensic auditor if board is elected by parcels, or mail ballot elections conducted by supervisor of elections if board is popularly elected.

Requires two newspaper publications of referendum notice in the fifth and second weeks before the election in the relevant county or counties.

Allows water control districts approved by referendum to exercise special powers immediately, and requires submission of a local bill at the next legislative session to codify the powers and formally convert the district to a community development district.
