Exempts trade secret information in annual recycling reports submitted by private businesses to counties from public records requirements under s. 119.07(1) and Article I, Section 24(a) of the State Constitution.

Defines trade secrets according to s. 812.081 and subjects the exemption to the Open Government Sunset Review Act, with automatic repeal on October 2, 2019, unless the Legislature enacts legislation to save it.

Changes private business recycling report requirements from mandatory to voluntary and removes the January 1, 2011 implementation date for annual recycling reporting.

Allows the department to recognize private businesses demonstrating outstanding recycling efforts based on information provided in reports.

Takes effect October 1, 2014.
