Creates a public records exemption for information received by the Department of Legal Affairs related to data breach notifications or investigations by the department or law enforcement agencies.

Makes such information confidential and exempt from public records requirements until an investigation is completed or becomes inactive.

Allows disclosure of exempt information during active investigations for official duties, public notification about data breaches, or to other governmental entities.

Permanently exempts certain information even after investigations conclude, including personal information, computer forensic reports, data security weaknesses, proprietary information, and trade secrets.

Defines "proprietary information" as information owned by a covered entity that is treated as private, not publicly available, and would harm the entity's business if disclosed, including trade secrets and competitive interests.

Subjects the exemption to the Open Government Sunset Review Act with an October 2, 2019 repeal date unless the Legislature reenacts it.
