Requires charter schools to request (but not mandate) that withdrawing students or parents complete a survey about their experiences and reasons for withdrawal.

Mandates charter schools provide annual reports to their sponsor and Department of Education detailing total student departures and reasons, including withdrawal, suspension, and dismissal.

Limits student discipline to grounds and procedures specified in the charter school's code of student conduct.

Effective date: July 1, 2014.
