Removes references to "predisposition" detention and establishes that counties share costs for all "detention care" provided to juveniles.

Defines "actual cost" as funds the Department of Juvenile Justice expends for detention care minus grants and federal funding received.

Creates new category of "participating counties" (non-fiscally constrained counties that don't provide detention care) required to pay 50 percent of total actual detention costs based on their usage.

State assumes full payment of detention costs for fiscally constrained counties and out-of-state juveniles; department must notify participating counties by August 1 each year of their usage percentage and required payment amount.

Changes county payment schedule from monthly estimates to monthly installments of one-twelfth of prior fiscal year's actual costs, beginning July 1 following department notification.
