Creates the "Animal Rescue Act" requiring animal control agencies and shelters that euthanize animals to maintain a registry of willing rescue groups, shelters, and other agencies able to accept animals at risk of euthanasia.

Mandates agencies and shelters notify registry members at least 24 hours before euthanizing an animal through verifiable electronic communication; animals cannot be euthanized if a registry member indicates willingness to take possession within 2 business days.

Requires stray animals be held for 5 business days (not including day of impoundment), with the first 2 days reserved for owner redemption; owner-relinquished animals receive the same holding period with availability for redemption, transfer, and adoption throughout.

Allows agencies and shelters to refuse or remove rescue groups from the registry if current staff or volunteers have been convicted of animal cruelty or neglect, have pending charges, or are subject to court orders preventing animal care.

Permits agencies and shelters to assess fees not exceeding standard adoption fees for animals released to rescue groups and exempts euthanasia requirements for animals suffering irremediably or classified as dangerous dogs.
