Authorizes the Department of Highway Safety and Motor Vehicles to design and issue a sticker as an alternative to the traditional placard for disabled parking permits.

The sticker displays the international symbol of accessibility and affixes to the upper left corner of a registration license plate.

Sticker parking permits are valid for the same parking and other privileges as placard permits and may be issued to persons with long-term mobility problems.

Retains existing placard requirements including the international symbol of accessibility, driver license or identification card number, and validation stickers showing expiration dates.

Takes effect July 1, 2014.
