Creates Chapter 566 establishing a comprehensive regulatory framework for recreational marijuana in Florida, allowing adults 21 and older to possess up to 2.5 ounces and cultivate up to six marijuana plants for personal use.

Imposes a $50 per ounce excise tax on marijuana sales from cultivation facilities to retail stores or manufacturers, with annual inflation adjustments and 15% of revenues transferred to the Alcoholic Beverage, Marijuana, and Tobacco Trust Fund.

Establishes licensing requirements for four types of marijuana establishments (cultivation facilities, product manufacturing facilities, testing facilities, and retail stores) through the Division of Alcoholic Beverages, Marijuana, and Tobacco, with application fees not exceeding $5,000.

Limits retail marijuana stores based on local population (one store per 5,000 residents in areas over 20,000 people) and allows municipalities and counties to prohibit operations or establish additional regulations through local ordinance.

Prohibits marijuana sales to minors and intoxicated persons, requires 500-foot distance from schools, implements security measures, and exempts licensed marijuana establishments from existing controlled substance prohibitions for activities authorized under the chapter.
