Revises the definition of eligible early voting locations by replacing a specific list (city halls, libraries, fairgrounds, civic centers, courthouses, etc.) with "suitable location," giving supervisors of elections broader discretion in designating early voting sites.

Removes the provision that allowed supervisors to designate one additional early voting site per election in underserved areas of the county lacking eligible locations.

Maintains the requirement that early voting sites be geographically distributed to provide all county voters equal opportunity to cast ballots, insofar as practicable.

Requires each county to operate at least the same total number of early voting sites for general elections as operated in the 2012 general election.

Takes effect July 1, 2014.
