Creates the "Florida Springs and Aquifer Protection Act" establishing comprehensive protection standards for Outstanding Florida Springs, including all historic first magnitude springs and six specifically named springs (DeLeon, Peacock, Poe, Rock, Wekiwa, and Gemini).

Requires water management districts to establish minimum flows and water levels for Outstanding Florida Springs by July 1, 2015 (extendable to July 1, 2022), and mandates adoption of recovery or prevention strategies if springs fall below or are projected to fall below these minimums within 20 years.

Requires the Department of Environmental Protection to delineate spring protection and management zones by July 1, 2015, with adopted maps and legal descriptions by July 1, 2016, based on groundwater travel time, hydrogeology, and nutrient load.

Prohibits new municipal/industrial wastewater facilities (100,000+ gallons per day) unless meeting 3 mg/L Total Nitrogen standard, new onsite sewage systems on lots under 1 acre, hazardous waste disposal facilities, and biosolids application within spring protection zones.

Requires local governments to adopt urban fertilizer ordinances limiting nitrogen application rates and develop onsite sewage treatment remediation plans; establishes funding mechanisms for pilot projects and restoration efforts with implementation timelines including 5, 10, and 15-year milestones.
