Prohibits county and municipal agencies from inquiring about or considering an applicant's criminal history on initial employment applications.

Allows counties and municipalities to consider criminal history only after screening an applicant's qualifications and determining they meet minimum employment requirements for the position.

Does not apply to positions where criminal background checks are otherwise required by law.

Does not require counties or municipalities to conduct criminal background checks.

Effective July 1, 2014.
