Requires residential real property sellers who receive offers from both homestead buyers and secondary buyers to accept the homestead buyer's offer if it equals or exceeds the highest secondary buyer's offer.

Defines "homestead buyer" as a person intending to immediately establish their homestead at the property who submits an affidavit of intent with their offer.

Defines "secondary buyer" as a person who does not intend to immediately establish their homestead at the property.

Provides homestead buyers a civil cause of action against sellers for actual damages and attorney fees for violations of the act.

Makes submitting a false affidavit of intent to establish homestead a second-degree misdemeanor punishable under Florida law.

Sunsets the act on June 1, 2017, unless the Legislature reenacts it before that date.
