Requires the Acquisition and Restoration Council to base recommendations on surplusing state conservation lands on a scientific analysis conducted by the Florida Natural Areas Inventory and reported to the Division of State Lands.

Mandates that the scientific analysis use the Geographic Information Systems (GIS) Model Framework criteria created by the technical review committee in 2013, which evaluates conservation resources.

Specifies that the analysis must evaluate seven categories: connectivity, water quality protection, ecological significance, recreation resource elements, historic and cultural resources, and market value.

Requires the analysis to include detailed descriptions of each criterion, data sources used, and methodology for data interpretation before lands can be listed for sale.

Directs the Board of Trustees of the Internal Improvement Trust Fund to adopt rules relating to additional criteria for council recommendations on land surplusing requests.
