Directs the Department of Highway Safety and Motor Vehicles to develop Pan-Hellenic Sorority and Fraternity specialty license plates for nine organizations: Alpha Phi Alpha, Alpha Kappa Alpha, Kappa Alpha Psi, Omega Psi Phi, Delta Sigma Theta, Phi Beta Sigma, Zeta Phi Beta, Sigma Gamma Rho, and Iota Phi Theta.

Establishes an annual use fee of $25 per plate for the specialty license plates.

Allows each sorority and fraternity to use up to 10 percent of collected annual fees for administrative costs and plate marketing.

Directs the department to retain all fees until startup costs for developing and issuing each plate are recovered; thereafter, 5 percent of fees go to the United Negro College Fund for scholarships at Florida private historically black colleges and universities, with remaining proceeds distributed to the respective organization.

Takes effect October 1, 2014.
