Requires all new public playgrounds to comply with ASTM International standards (F1292, F1487, F1918, F2049) and U.S. Consumer Product Safety Commission guidelines, effective July 1, 2015.

Mandates existing playgrounds undergo initial safety inspection by a certified playground safety inspector no later than July 1, 2016, and be re-inspected every 5 years thereafter.

Requires all playgrounds built before July 1, 2015 to meet safety standards by July 1, 2020; equipment additions or replacements must comply with standards immediately upon implementation on July 1, 2015.

Authorizes counties and municipalities to require building permits and charge fees for new playground construction or major modifications by public playground owners.

Prohibits state funding for playground construction, operation, maintenance, or supervision unless the playground meets the specified safety standards.
