Creates the Disadvantaged Cities Road Assistance Program within the Department of Transportation to fund resurfacing and reconstruction of municipal roads in qualifying cities.

Defines "disadvantaged city" as a municipality with a population of 40,000 or less, at least 25 percent of population below poverty level, and a combined millage rate exceeding 8.5 mills.

Allocates up to $25 million annually from the State Transportation Trust Fund beginning in fiscal year 2014-2015, with municipalities required to provide at least 25 percent local match funding.

Prioritizes funded projects based on road physical condition and comprehensive resurfacing/reconstruction scope as primary criteria, with secondary consideration for evacuation routes and proximity to schools.

Authorizes the Department of Transportation to administer contracts on behalf of selected municipalities and include all funded projects in the department's work program.
