Prohibits any person from willfully selling, exchanging, donating, or offering for sale, exchange, or donation of dogs or cats at flea markets, defined as organized events where two or more persons offer merchandise for sale or exchange.

Exempts county-operated or city-operated animal control agencies and registered nonprofit humane organizations from the prohibition.

Establishes a second-degree misdemeanor penalty for first-time violations, punishable under Florida Statutes sections 775.082 or 775.083.

Establishes a first-degree misdemeanor penalty for second or subsequent violations, punishable under Florida Statutes sections 775.082 or 775.083.

Takes effect July 1, 2014.
